It's 1986 and the police department in the city of Hwaesong is grappling with Korea's first serial killer.  Without much to go on, a detective comes from the nation's capital as the culprit remains elusive.  Based on historical events, this dark, witty film shines a light on South Korea's past and present.

ADVISORY:  Contains depictions of sex, violence, and references to rape.
